Applications are now open for the 2026-2028 Mundus MAPP cohort. The Mundus MAPP Consortium has been supported by the Erasmus+ action of the European Union. The Erasmus Mundus (EMJM) scholarship will be offered to outstanding applicants from both within and outside the EU.
A limited number of EMJM scholarships are awarded to the highest-ranked applicants for the duration of the programme (24 months)
ELIGIBILITY:
The program is jointly delivered by four leading European universities:
Central European University (Austria)
University of York (UK)
Institut Barcelona d’Estudis Internacionals – IBEI (Spain)
International Institute of Social Studies of Erasmus University Rotterdam—ISS (Netherlands)
Students benefit from a mobility track, studying at at least two universities during the program.
Applicants must:
Hold a Bachelor’s degree (at least 3 years) from a recognized university.
Have obtained at least Upper Second-Class Honours (2:1), B+, or equivalent.
Show motivation for public policy through a statement of purpose.
Demonstrate English proficiency (waived if the applicant is from an English-speaking country or holds a degree fully taught in English).
IELTS is not required for applicants from Australia, Botswana, Canada, Gambia, Ghana, Ireland, Jamaica, Kenya, Liberia, Malawi, Namibia, New Zealand, Nigeria, the Philippines, Rwanda (English-speaking region), South Africa, Tanzania, Trinidad & Tobago, Uganda, the UK, the USA, and Zambia.
Applicants from all countries worldwide may apply.
Selection is centrally managed by Central European University (Austria).
Applications are jointly reviewed by all consortium universities.
Assessment is based on academic record, motivation, recommendation letters, and fit with the chosen mobility track.
You may only apply to one of the following mobility tracks:
CEU PU-IBEI track – Global Public Policy specialization
CEU PU-York track – European Public Policy specialization
ISS-IBEI track – Political Economy and Development specialization
ISS-York track – Governance and Development specialization

Mundus MAPP applicants do not need to pay the CEU application fee unless they apply for other CEU programs
An EMJM scholarship holder cannot benefit from another EU funded scholarship scheme to follow the same (or another) EMJM master course (for the entire period of enrollment in the course).
Those who have already benefitted from the Erasmus Mundus Joint Masters Scholarship (EMJM) are not eligible to apply for additional EMJM scholarships.
BENEFIT:
The EMJM scholarship is calculated on the basis of a monthly unit cost of 1400 EUR/month, which corresponds to a maximum scholarship amount of 33 600 Euros (24 months). This 1400 EUR monthly contribution assists students in covering travel, visa, installation and subsistence costs, and any other costs. EMJM scholarship recipients receive a full tuition-fee waiver.
Additional financial support is available for students with individual needs depending on the level of disability/support needed.
Institutional Scholarship: In addition to EMJM scholarships, the Mundus MAPP Consortium will offer one Institutional Scholarship per study track. Recipients will be offered a 50% tuition fee waiver at Year 1 and Year 2 institutions. Please note that the Institutional Scholarship does not include a stipend.
