CALL FOR “HEYDAR ALIYEV—INTERNATIONAL EDUCATION SCHOLARSHIP PROGRAM FOR FOREIGNERS FUNDED BY THE GOVERNMENT OF AZERBAIJAN

Application Deadline: From Feb 16 to April 15, 2026, at 6 PM Baku time

LOCATION: Azerbaijan

The Ministry of Foreign Affairs and Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the “Heydar Aliyev – International Education Grant Program” for 2026-2027 academic year. The higher education scholarship by the Government of Azerbaijan will be offered on an annual basis for a period of 5 years.

ELIGIBILITY:

Annually 100 international students will benefit from the scholarship. The citizens of the following countries are eligible to participate in the program: (List of Eligible Countries)

Member states of the Organization of Islamic Cooperation;

Member states of the Non-Aligned Movement;

Small Island Developing States;

Countries sharing common cultural, ethnic, and historical ties with Azerbaijan.

Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan have been terminated will not be considered for a scholarship.

Age requirements for applicants shall be as follows:

Undergraduate and general medicine programs—foreign nationals below 35 years as of 15.09.2026;

Graduate and medical residency programs—foreign nationals below 40 years as of 15.09.2026;

Doctoral programs—foreign nationals below 45 years as of 15.09.2026

Candidates can choose 3 (three) specialties at different higher educational institutions of the Republic of Azerbaijan in the appropriate channel.

Completed nomination form (for the first stage of application process);

Copy of Diplomas and Transcripts from prior High School or Higher Education Institution; The applicant’s academic marks (GPA) of the previous degree(s) of study (general secondary education, bachelor’s degree, general medicine education, master’s degree, medical residency) must not be less than 70 (on a scale of 0 to 100 or 7 on a scale of 10 or equivalent) of the relevant marking system;

Copy of the medical certificate (including HIV/AIDS and Hepatitis B/C tests);

Copy of a valid passport that confirms the applicant’s identification information;

CV or Resume;

Proficiency in the language of study: Applicants willing to study in English are required to have the following scores:

For undergraduate programs, the minimum IELTS 5 (TOEFL 40);

For postgraduate programs minimum IELTS 5.5 (TOEFL 50);

The language of study of the previous education must be English.

BENEFIT:

The applicants approved for the scholarship will be provided with the following:

TUITION FEES: Tuition fees and language preparatory courses (in accordance with the language of instruction) for the study period at the undergraduate, graduate, general medicine, medical residency, and doctoral levels.

INTERNATIONAL FLIGHTS: An international economy class flight ticket to Baku, Azerbaijan (from the country of origin), and from Azerbaijan (to the country of origin), respectively, once a year.

MONTHLY ALLOWANCE: Monthly allowance of 800 AZN (470 USD) for accommodation, daily expenses, and educational materials (10 months each year, except July and August).

MEDICAL INSURANCE: Yearly allowance of 200 AZN (117 USD) for medical care and medication during the study period in the Republic of Azerbaijan.

Note: All the privileges and payments under Part 3 (Scholarship Benefits) will be applicable only for the duration of each program described under Part 2 (Educational Levels).

VISA & REGISTRATION: A single-entry visa to the Republic of Azerbaijan, as well as a temporary residence permit for the stay in the country for the period of each academic year.

CLIMATE CHANGE MEDIA PARTNERSHIP COP29 REPORTING FELLOWSHIP

LOCATION: Azerbaijan

The Climate Change Media Partnership (CCMP), led by Internews’ Earth Journalism Network (EJN) and the Stanley Center for Peace and Security, is pleased to announce the CCMP COP29 Reporting Fellowship Program for journalists interested in covering the 29th United Nations Climate Change Conference of the Parties (COP29). Hosted this year by Azerbaijan, the conference is scheduled to take place in the city of Baku from November 11-22, 2024.

ELIGIBILITY:

To be eligible for the Fellowship, the applicant must: 

Be a professional journalist from or representing an established media house and reporting from the countries listed below.*

Be available and willing to travel to Baku to attend COP29 in person, arriving on November 9 and departing no earlier than November 24, 2024.

Have a good command of the English language.

Have previous experience reporting on climate change issues and clearly indicate the kinds of stories you might pursue about the conference.

Commit to participate in all Fellowship activities.

Share an up-to-date resume/CV.

Provide a letter of support from an editor, producer, or supervisor who can confirm that your news reports will be published or broadcast in an established media outlet. Freelancers are welcome to apply but must provide a letter of support from a media outlet for which they intend to report.

Provide recent, relevant and journalistic work samples on climate change topics, which can be uploaded as documents or web links. Stories can be in any language as long as they are accompanied by a short English synopsis. Clips must focus on climate change topics and should have been published in the last 12 months. 

BENEFIT:

CCMP Fellows will travel to Baku to attend the entire duration of the UN climate negotiations, with arrival planned for November 9, 2024 and departure on November 24, 2024.

The CCMP will cover non-refundable economy-class airfare, accommodation, meals, travel medical insurance and ground transportation costs related to Fellowship participation. Organizers will also facilitate the press accreditation process and provide logistical support relating to the trip. Please note that the process of obtaining any necessary visas is the Fellow’s individual responsibility, though the CCMP will reimburse visa costs.
