SINGAPORE-ICAO DEVELOPING COUNTRIES TRAINING PROGRAMME FELLOWSHIPS

Singapore and ICAO established the Developing Countries Training Programme (DCTP) in 2001. Sponsored by the Singapore Government and in partnership with ICAO, the DCTP has been renewed for another three years from May 2025 to March 2028. It provides 330 Fellowships and 10 Scholarships to government officials from eligible developing ICAO Member States to attend specialised training programmes conducted by Singapore Aviation Academy (SAA).

ELIGIBILITY:

Government officials:

Who have received endorsement by your reporting officer and Director-General of Civil Aviation or equivalent. States should nominate only one applicant per course to enable more states to benefit from the DCTP.

Whose job qualifications/work portfolios are relevant to the course applied for.

The application deadline for each course is 16 weeks before the course start date. Fellowship applications should be submitted online via this application link.

Nomination form endorsed by your direct reporting officer (Part 1) and the Director-General of Civil Aviation or equivalent (Part 2). Please download a copy of the nomination form here

Applicants will be informed of the outcome of their application 12 weeks before the course start date. Successful applicants will receive an award letter via email and need to confirm acceptance of the award.

BENEFIT:

From April 2026 to March 2027, 110 Fellowships will be available. Fellowships are offered for SAA courses listed in the table below on the programme website. Each fellowship covers course fees, hotel accommodation, and a daily allowance.

XIAMEN UNIVERSITY NEW INTERNATIONAL STUDENTS SCHOLARSHIPS FOR 2026

Xiamen University set up its own scholarships for international students studying in degree programs. Scholarship awardees will have their tuition fees covered. Moreover, monthly living allowances will be provided to outstanding postgraduates in accordance with the standards of Chinese Government Scholarships.

ELIGIBILITY:

Bachelor’s Degree Requirements:

Applicants must be non-Chinese citizens aged between 18 and 30 by September 1st, 2026, be mentally and physically healthy, and possess a valid regular passport.

Applicants should be a graduating senior high school student or hold a senior high school diploma with a satisfactory academic record.

Master’s Requirements:

Applicants must be non-Chinese citizens generally under the age of 45 (as of September 1, 2026), be mentally and physically healthy, and possess a valid regular passport.

Applicants should be a graduating student of an undergraduate’s program or hold a Bachelor’s Degree or above.

Doctoral Requirements:

Applicants must be non-Chinese citizens generally under the age of 50 (as of September 1, 2026), be mentally and physically healthy, and possess a valid regular passport.

Applicants should be a graduating student of a master’s program or hold a Master’s Degree or above.

General Requirements:

Applicants should be a graduating senior high school student or hold a senior high school diploma with a satisfactory academic record.

Programs in Humanities, Economics, Management, Law, Arts: HSK 5 with a score of 210 or better (Applicants for the major in Chinese Language, please refer to the website of Overseas Education College directly for the HSK requirements.)

Programs in Sciences, Engineering, Medicine, and Physical Education: HSK 4 with a score of 210 or better

TOEFL iBT Certificate: an overall minimum score of 80 (XMU’s DI Code for TOEFL is C310

OR an IELTS Academic Certificate: an overall minimum score of 6.0

OR the English-as-medium-of-instruction Certificate from the high school where English is the primary language of instruction.

OR other equivalent English proficiency certificates recognized by XMU

Applicants from countries where English is the official language are exempt from this requirement.

BENEFIT:

The Xiamen University International Students Scholarship is offered in first and second class categories;

Bachelor’s: Tuition fees only

Master’s:

First Class: Tuition fees only

Second Class: Tuition fees plus ¥3,000 monthly stipend

PhD:

First Class: Tuition fees only 

Second Class: Tuition fees plus ¥3,000 monthly stipend
